Character Name: Leonard Snart, aka Captain Cold
Series: The Flash (2014 TV show) - I've placed in some minor elements from the comics to fill in gaps, but made mention of these where they're needed.
Age: Unknown, but probably early forties (going by the actor's age as well)
From When?: After Season 1, Episode 16.
Inmate/Warden: Inmate! Captain Cold is a career criminal, mainly interested in stealing valuable commodities but has had no issue killing people who get in his way. He loves breaking the law and does it for the rush of the game. He lies, he robs people of their money, and he does it all to prove he's more clever and more capable than the law-abiding citizens.
Plus; being a code-named criminal is awesome.

Abilities/Powers: Without his cold gun, Leonard is baseline human. He has the ability to rebuild the gun given time and materials, but not because he's any genius - more that he's so meticulous and careful that he forced himself to memorize every piece of his weaponry to the point where he could build it in his sleep.
He has an extremely good memory and is a brilliant planner/tactician and is probably a halfway decent human resources guy too. He can shoot and fight and isn't afraid to get down and dirty.
Personality: Captain Cold is really, really chill, you guys.
Seriously speaking, he's even-tempered and thoughtful and is incredibly patient, unwilling to jump ahead if he thinks it'll put him at a disadvantage or if he hasn't thought everything through. He's a serial planner, which makes him a perfect candidate to lead a bunch of reckless, occasionally out-of-control criminals like himself. Leonard is always professional, but it doesn't stop him from having fun. He enjoys his work, but knows that the most important thing at the end of the day is Not Getting Caught. To accomplish this, he has back-up plans in the wings, which you need when you're facing down someone who runs around as fast as the Flash.
While the show did display Cold's initial willingness to kill to get what he wanted, the criminal does still have a moral code he abides by. He's not a serial murderer, and he doesn't believe in rampant violence or harming women or children. Leonard Snart is a Professional, capital P - he doesn't get emotional or lose his temper, and he learns from his mistakes. He tends to be one of the more serious villains, less joking around than people like the Trickster or the Batman rogues gallery, but this is probably because he's in full possession of his mental facilities, doesn't want to be caught, and aims to expend his energy only when needed. And he's displayed a willingness to change when needed or when logic is pointed out to him - when Barry tells Cold that he's skilled enough as a criminal to not kill in order to get what he wants, Cold agrees and decides to continue his outlaw career without murder.
In regards to the Rogues, Snart is fiercely loyal to the rest of his crew. He has a genuine friendship with Heat Wave, and in both comics and the tv show he seems to have a vested interest in keeping his team together and happy in between or in spite of their heists. While he's not afraid to play the mean boss and cull them back in line when they act up, there seems to be a respect and understanding that flows both ways, and although Snart is the best thing they have to a leader, it's much more of a democratic operation than he probably lets on. Snart is a big believer of getting back what you give out, and knows that if he treats the Rogues well, they'll work harder and be better as a group. To this end, he lectures Heat Wave about wearing a seatbelt, forbids his crew from drugs, and makes sure everyone riding a motorcycle wears a helmet.
Leonard doesn't like cops. Actually, he hates cops, owing to his violently abusive and corrupt policeman father who regularly terrorized him and his sister. As a result of this, he's both fiercely protective of his sister Lisa (the Golden Glider) and entirely happy with breaking the law wherever he can. He tends to blame himself for not being able to protect the two of them when they were younger - when Cisco tells him he's a good brother as well, Leonard replies, "Debatable" despite never displaying any animosity or bad instincts towards Lisa during the entirety of their screentime together. But despite his instinctive protection, he's willing to let her do her own thing and seems to believe it's important she be allowed to prove herself as a full-blown member of his crew. He doesn't widely display his emotions and keeps his affection behind a playfully detached exterior, because digging down deep is too uncomfortable and will most likely result in a cold blast to the face of the unfortunate one trying to appeal to his feelings.
Leonard openly admits to loving the hell out of what he does. When the Flash pleads with him to pick another lifestyle or choose another career, he simply shrugs and admits the adrenaline is too much of a rush for him, and he loves the thrill of a good chase. The loot seems to be an added bonus to the joy of fighting, especially with people he feels are his equal. He's also interested in prolonging that feeling as long as he can, and so won't prematurely end a rivalry before it runs out of interest for him - he wants to win, on his terms, the way he decides. Otherwise, where's the fun?
To outsiders - that is, anyone outside of his immediate crew - Cold is dangerous as hell. He lies freely while putting on an air of trustworthiness and can be pretty damn convincing at times. He has his cheesy moments, but he doesn't let any of it distract him from the mission at hand, and whenever he does fail, he takes it as more of a learning opportunity or a challenge he needs to figure out a way to overcome.
Barge Reactions:
Well, he's going to be super pissed and immediately suspect foul play, but he'll play it cool (Heyy) until he knows what he's up against. Since metahumans are a thing in his universe, he'll be curious but not visibly upset at the presence of aliens, other species, robots, etc: he's seen the impossible already, and it's hard express disbelief in anything after the Flash.
After that, he'll try to recapture some of the old joys of his criminality and reconstruct his cold gun. Maybe let's not let this one into the labs, guys.
Path to Redemption:
Leonard can be reasoned with, if the reasoning is sound. He likes being his own boss, a self-made man from humble beginnings, and if he's shown respect he'll likely give it back in turn. He'll turn a cold shoulder (Heyy) to those who treat him or the people he likes poorly, and isn't very forgiving. He respects power but feels the need to dominate, so a warden who can keep up with his planning and who has an ability or two of their own would probably not go amiss.
He can be deeply sarcastic but loves an audience, because he likes to be listened to. Those who are willing to listen to him without agreeing with him are probably the people he'll listen to best: he doesn't mind dissenting points of view as long as emotions don't tie into it. If he feels things are getting too emotional, he'll distance himself and put you on ice.
The hardest thing is going to be separating Cold from his love of breaking the law and the thrill it gives him. He needs to find somewhere more productive to focus his energy and this is easier said than done. But he has no problem caring about and protecting his crew, so if he adopts someone into his criminal gang, likely he could be convinced through leveraging close CR.
He lies a ton, though, so be on guard.

Leonard Snart - never a fan of his own name - aka Captain Cold sat with hands folded on top of the table, as he watched the lunch crowd move around him to reach the trays. Three days on the Barge, and he'd yet to make much of an impression. That's all right, though; still plenty of hours left in the day, plenty of time to come up with some plans of his own.
Okay. Let's see what we have here to work with.
First, inmates with their powers back. Victor immediately catches Cold's eye - he's ravenous, hungry, ruthless - but probably harder to tame. Best keep that one on a leash. Next down the line came Jax and Tig. Already part of a tight-knit crew. Cold didn't have interest in being the new kid on the block: pass.
Omar Little. Now there was someone he could work with. Baseline human, just like him, but he was smart, capable. Maybe too smart. Cold resolved to put a pin in it and wait until the man owed him a favor or two.
Sylvanas received a cool eyebrow raise, before his gaze drifted elsewhere. He liked her enthusiastic hatred, but she was an anomaly, and not one he could trust to have his back. They were too different, and their goals were entirely separate things. Grounds for betrayal. No thanks.

Cold gave a smile, and stood up from his seat. Time to go have a talk with the big man himself.
