Personality:
Snart is a career criminal and has been in and out of prison since he was 14. Raised by a drunk, crooked cop who beat him and his sister, Len makes it his business now to never let anyone get inside of his head and always come up with a plan to get out. He purposely hardened himself at an early age in order to survive bigger, meaner people, and only lately has he begun to relax his grip on this tough persona in favor of a more nuanced one. He hates being touched or grabbed and will sock someone if they try it, but will normally give fair warning to those he doesn't consider active threats.
He loves stealing and he loves that it's one thing he's exceptional at, to the point where he will pickpocket at random just to scratch an itch. When the lightening bolt hit and the particle accelerator exploded, he may not have been one of the people to turn into a metahuman but he still recognized it as an opportunity to up his game. When the Flash started appearing, using his powers to stop crime, Len reacted in turn to this new threat. He began to put together a crew of criminally-minded people and started to research the Flash in order to build a profile of what could stop someone traveling at superhuman speed. A serial planner, one of Len's strongest traits is his ability to adapt to new circumstances, realize his biggest threats, stalk his rivals, and come up with a plan to take them down. He tends to be extremely organized, a bit of a neat freak compared to those around him, and a little of an overprotective dad to grown adults he cares over, in his own distant sort of way.
With a soft spot for protecting kids and a natural hatred for both policemen and prison guards, Len has a very strict (if sometimes hard to see) moral code that he makes both himself and his crew follow: no hurting kids, no drugs. This code was extended to include "no killing" after he and the Flash struck a bargain. He's a fairly strong leader, able to sense pretty rapidly when a team member is starting to slip or question him or about ready to betray him, and will take active steps to prevent or circumvent it by any means necessary to protect his role. But he can also be a good team member or follower, given the right circumstances, and will grudgingly follow even bad plans if his loyalty is strong enough. While he can and does betray people, he always does so with respect to a loyalty or calling of a higher sort, usually other people who are counting on him more.
As Captain Cold, his villainous identity, Leonard tends to be more dramatic, more into playing a role, and basically uses it to keep personal distance between him and everyone else. His tone of voice when identifying as Cold is either in a low sarcastic drawl or a quick back-and-forth snappy banter, and he plays up the idea of him being a supervillain, mostly for fun but also as a way to not let people in. He is a huge closet nerd but because of machismo, both internalized and not, he doesn't bring that side of him out much. Playing Cold is an act that means he can lay into puns and crack jokes without being hurt; he drops the act rarely, or perhaps it was always a part of him that he never allowed to shine through. He has layers to him (Captain Cold the archenemy of the Flash and leader of the Rogues, Leonard Snart the criminal mastermind and Legend, Leo, son of his father, Lenny to his sister) and every layer is an authentic version depending on what he needs to be in that moment.
To the people he cares about - really cares about - he's protective to the point of possessive, to the point where he will sacrifice his life in order to save them. He tries not to do the most moral thing, but rather the smartest thing, even if it's deeply unpopular, and has no problem with getting in the face of those who disagree. He may not be the super sacrificing hero, but if he has to leave his people behind, he always makes a point to go back for them. He never plays fair if he can help it, and will also indulge himself on occasion with fun day trips and visits to dive bars.
He feels emotions very keenly but does his best to push it down or pretend like he doesn't have a heart. This usually results in him saying one heartless, calculating thing but doing the complete opposite: to Leonard, actions always speak louder than words and it's important for anyone interacting with him to watch what he's doing instead of what he's saying. He also tends to make it his business to keep people he likes from crossing a personal line or falling into darker temptation, especially if it's something like murder.
Weaknesses/Temptations:
Temptations include literally anything valuable that's not nailed down. Snart has an affinity for anything he can steal and loves the thrill of a good heist.
Similarly he loves challenges, especially ones that have words like "impenetrable" or "unbreakable" in their names. It's not going to be hard at all to convince him to commit theft.
While he tends to maintain a detached, calm persona, it's not hard to make him turn angry and violent. Crowd him, get in his space and box him in, and he'll most likely lash out.
Snart would like to believe he has no weaknesses but he does have a ton: they're just hard for him to articulate. He would do anything to protect his sister, and to a lesser extent would do ALMOST anything to protect his team or his people (the team in his mind seems to change over time depending on circumstances). Threatening them and especially implying that Lisa's life is at stake is a good way to get him to obey, but it's a little like holding a tiger by the tail: once you let go, watch out.

Powers/Abilities: Snart is a baseline human in a world where superheroes not only exist, but actively work to thwart him. To combat this, he's a serial planner and his biggest 'ability' is his patience and ability to plan out strategies. He's great at negotiating and being a leader to his affectionately-dubbed Rogues Gallery, but what makes him stand apart is his intelligence; he's the first person to score a victory over Barry Allen. He plays dirty to get what he wants and has no qualms about doing what he can to ensure his team escapes or survives. While he enjoys the perks of leadership he's also no slouch when it comes to assuming responsibility when things go sideways; thus he has plans waiting in the wings if trouble happens.
In terms of hard skills, he's a master thief and an unrivaled bankrobber, safe cracker, and pickpocket who isn't afraid to throw a mean punch. He's in possession of the cold gun, a weapon that can omit a brutally cold blast that approaches temperatures of absolute zero. It can freeze people on impact, and was built specifically to take out the Flash. Snart memorized the specs and can rebuild it from memory; he's also made several modifications including a self-destruct sequence. He's no assassin but he can hit targets from a sound distance and seems to have no issue using a gun on the fastest man alive. He likes to gamble and play cards on occasion, and his skills at lying help him bluff with the best.

I've already climbed my way up to the top of the sinner's totem pole, think I deserve the privilege of my own room for that.
